These positions serve as the Assistant Fuels Management Specialists for the Northwest Oregon District. The District Fuels Management organization consists of a Lead and an Assistant located in Salem, primarily serving the Cascades, Marys Peak, and Tillamook Field Offices and another Lead/Assistant pair in Springfield, primarily serving the Siuslaw and Upper Willamette Field Offices. The duties for this position consists of planning timber sales and other land management activities as a member of interdisciplinary teams. Additional duties include creating and administering contracts and agreements, inspecting timber sales and fuels treatments, and planning and implementing prescribed burns.
Physical Demands: The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time.
Work Environment: Office conditions require long periods of sitting, working with computers and general lifting, bending and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment is required in hazardous environments.

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
To qualify for the GS-07: Examples of one year of specialized comparable to the GS-05 level: (1) participating in implementing prescribed fire or fire use plans to ensure resource objectives can be met from a fire management standpoint; (2) evaluating study findings to develop initial attack incident management strategies or other tactics to meet stated resource objectives; and (3) performing a range of fire activities.
To qualify using education: Completion of at least one full year of directly related graduate education (18 semester hours) - OR - a directly related bachelor's degree and Superior Academic Achievement (SAA) by way of: Class standing (top 10%), grade-point average (3.0 overall or 3.5 in final two years), or National Honor Society.
To qualify for the GS-09: Examples of one year of specialized experience comparable to the GS-07 level: (1) Experience that demonstrated understanding of fire effects on cultural and natural resources. The assignments must have shown participation in activities such as: developing fire management plans to ensure resource objectives can be met from a fire management standpoint; or conducting field inspections before and/or after prescribed fires or wildland fires to determine if defined resource objectives have been met; (2) Prescribed fire/fuels management - experience in activities such as: professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments), or analysis of fuel loadings and determination of appropriate fuel containment is possible and identify appropriate suppression contingencies if containment is not obtained. (3) Fire management operation s - analyzing and applying fire management strategies, plus experience in mobilization and dispatch coordination, fire prevention, training (logistics, equipment development, and deployment), and fire communications systems (suppression and preparedness).
To qualify using education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree - OR - a combination of education and experience.
Selective Placement Factors: This position requires special qualifications that have been determined to be essential to perform the duties as a Fire Management Specialist (Prescribed Fire/Fuels) - LOW Complexity - and will be used as a screen out element.
