    Summary

    The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, and program evaluation responsibilities. OSD includes the Offices of the Secretary and Deputy Secretary of Defense, Under Secretaries of Defense, Deputy Chief Management Officer, Assistant Secretaries of Defense, General Counsel, and the Director of Administration.

    Responsibilities

    The Director, Pricing and Contracting is responsible for developing, refining, and interpreting applicable policies, techniques, innovations, and legislative initiatives. The incumbent will formulate and oversee complex, Department-wide pricing, profit, and contract financing policies and strategies supporting major systems and service acquisitions for the Department. Major duties and responsibilities include, but are not limited to:

    • Formulate and oversee complex, DoD-wide pricing, profit, and contract financing policies and strategies supporting major systems and service acquisitions for the Department.
    • Provide functional guidance to Defense Component pricing centers of excellence, including the 1,000 professionals in the Defense Contract Management Agency (DCMA) pricing center.
    • Lead and development and implementation of uniform contract pricing policies and procedures, including cost and price analysis tools and techniques.
    • Analyze legislation affecting business processes policies, initiates legislative proposals and meets with Congressional members and their staff to discuss legislation.
