    A successful candidate in this position will…

    • Serve as a Departmental expert in facilities and infrastructure life cycle operations and management matters with emphasis on recapitalization, real property valuation, disposition, budgeting, etc.
    • Provide expertise to Headquarters and field organizations in one or more areas of real property management and oversee ongoing projects for professional services to accomplish facilities studies, process re-engineering and evaluation.

    As a GS-15 full-performance level General Engineer, you will:

    • Serve as the Departmental expert in facilities and infrastructure life cycle operations and management matters; develop, implement and assess policies, guidance, criteria and contracts for facilities engineering functions, including site development planning; acquisition; operations, maintenance, repair, and recapitalization; capital asset management; real property valuation; disposition; financial management (as it pertains to real property stewardship); programming, and budgeting.
    • Provide expertise in facilities and infrastructure operations, maintenance, repair, recapitalization and disposition; participate on committees and interface with upper levels of management at other agencies such as the General Services Administration, Federal Real Property Council, Office of Management and Budget, state and local governments, and professional organizations on matters of real property and infrastructure management and policy.
    • Formulate and oversee policy/implementation and serve as an expert consultant for implementation and effectiveness of Federal and Departmental facilities management policies and procedures, identify real property management problem areas and issues and analyze the root causes of areas of inefficiency/ineffectiveness and recommend necessary corrective actions.
    • Perform on-site reviews of field organization facilities engineering programs and validate facilities data policies and practices; reviews include an assessment of written policies and criteria, evaluation of specific contractor organizations to determine compliance with field developed criteria, and visual validation of facilities engineering programs at DOE sites.
    • Receive work assignments from the Office Director and self-generate assignments derived from office contacts; some work assignments may come from stakeholders within and outside the Department and ensure that necessary resources and adequate technical support are available to handle assigned workload.
