- The Plans and Operations Officer develops and refines medium- to long-range program planning for meeting defined Africa Center objectives, in coordination with all Africa Center sections.
- Works directly with Senior Defense Officials and Offices of Security Cooperation at U.S. Embassies in Africa to plan and secure locations, dates, and host nation support for overseas programs.
- Reviews program parameters provided by the Dean and section chiefs as input for fiscal year budget development.
- Provides weekly updates to the Chief Management Officer on the status of key deliverables for all events within a twelve month period. Oversees project team meetings and monitors planning processes.
- Develops new approaches, methods and procedures for measurement and assessment of program effectiveness. Reviews all roles and responsibilities documents for Africa Center partnership programs.
- When assigned, serves as a project team coordinator/leader for event planning and execution, primarily in U.S. but also abroad, working to integrate various elements into a successful program.
- Ensures that logistics contractor meets agreed upon terms by inspection and monitoring of contractor and sub-contractor service and product delivery.
- Works with US Embassy country teams in Africa, African government officials, commercial establishments, and other partners to assist with coordinating all aspects of assigned Africa Center events.
- Reviews with Resource Management in order to ensure compliance with Africa Center operational guidance and to answer or redirect any questions on program parameters.
- Oversees the implementation of complex and high-profile programs and projects.
Education is (or is not) substitutable for specialized experience for this grade level.
