    Summary

    This position is located in the Office of the Executive Director, Human Resources Branch, Talent Management Section (TMS).  The incumbent will serve as the CFTC’s Learning Officer and is responsible for the overall assessment, planning, design, deployment and evaluation and oversight of training and development for Commission employees, including management and leadership development programs for the Commission.  The incumbent reports to the Chief, Talent Management.

    Responsibilities

    If selected for this position, you will serve as the Learning Officer with responsibility for day-to-day training and development operations of the Talent Management Section.

    Lead the agency’s design, development, and implementation of long-term strategies for the effective development of agency training and development program, including:

      • A comprehensive Management and Leadership Development Program, to include new supervisor training and executive development;
      • An integrated training program for the effective assimilation and onboarding of new hires
      • A CFTC Academy to include technical, legal, industry, and regulatory training designed to ensure that agency staff has the competencies necessary to meet the challenges of the changing markets we regulate and legislative expansion of our mission.

    Design, develop and implement a training program evaluation system for all CFTC sponsored learning and development activities.

    Serve as the Contracting Officer Technical Representative (COTR) for training programs; provide support to the CFTC Contracting Officer regarding the development and deployment of a customized CFTC regulatory training program and the deployment of management and leadership training programs. Create statements of work, task orders; assist in the overall selection of contractors. Provide advice to the CFTC Chief Learning Officer on improvements and enhancements to training contract management.

    Consult with agency leadership and stakeholders to assess training needs and design responsive solutions.

    Work collaboratively with the Learning Management Manager and e-Learning (Contractor) to ensure CFTC training and development programs are aligned with the agency’s strategic goals and develop long term plans and budget projections for training resources.

    Develop communication and marketing strategies to implement new programs.

    Manage day-to-day operations including establishing standard operating procedures, systems, and policies to accomplish registration, troubleshooting, answering questions, monitoring budget and costs, and supervising staff.

    Evaluate the success and return on investment of agency training programs, monitor and assess the effectiveness of programs.

    Provides the Chief Talent Management with advice on the agency’s training strategies, policies, and operations.

    Design, develop and implement a training program evaluation system for all CFTC sponsored learning and development activities. Develop and deploy Kilpatrick level I II & III evaluation instruments to help determine utility of training program design, delivery and usage.

    Provide support and assistance in the registration of CFTC staff for external training events. As part of this process, provides payment for these external events through a government issued purchase card.

    Serve as the project manager, responsible for the day-to-day management and oversight of the CFTC Industry, Legal, and Technical (ILT) training program. The program is held on-site using current CFTC staff as instructors. Work closely with CFTC Divisions to identify the topical areas of consideration and to identify potential internal instructors. Develop ILT curriculum, oversee course design and development, identify and secure internal CFTC instructors to deliver courses and work closely with the CFTC regional offices, the Office of Data and Technology, and Logistics and Operations. Evaluates the ILT Courses and make recommendations to the CFTC Chief Learning Officer on ILT programmatic improvements. Ensure that the courses are made available for staff through the CFTC SharePoint System.

    Assist the Chief Talent Management in the design, development and implementation of comprehensive CFTC leadership program that will include creating and overseeing the development of Executive Development Plans, an Executive Coaching Program, Mentoring Program, a competitive leadership development program and an online mentoring program.

    Serve as a technical advisor to Chief Talent Management. Review proposals for new expanded and enhanced training and development projects that are identified by the division and provide evaluative comments from both a technical and administrative perspective.

    Represent the TMS on inter-agency and public/private sector talent and leadership development projects and serve on panels and committees in support of special projects that relate to learning and development.
