BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify at the GS-11 level:
One full year(52 weeks) of specialized experience equivalent to the GS-09 in the Federal Service or a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, a combination of education and experience. Specialized experience MUST include all of the following:
Specialized experience includes that which equips the candidate with knowledge of rules, regulations, methods, procedures and practices in administrative areas i.e., budget, finance, contracting and procurement, facilities, personal property, human resources, extramural agreements, and ability to use automated systems to research and track inventory. Ability to communicate with individuals or groups from diverse background; oral and written communication includes influencing/negotiating, partnering, and interpersonal skills.
Degree: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
