At the full performance level, this position will serve as the Planning and Environmental Specialist (Litigation Coordinator) at the Eastern States Office.
Physical Demands: The individual in this position works primarily in an office setting with normal indoor heating, cooling, and lighting. The individual may be required to lift files, boxes, and books.
Work Environment: The work is performed primarily in an office setting. However, occasionally when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
For GS-11: One year of specialized experience equivalent to at least the next lower grade level GS-09 in the federal service. Specialized experience at this level is defined as working in a legal environment providing technical advice, organizing and managing case specific discovery; analyzing complex litigation support requirements to develop or recommend appropriate strategies; researching, analyzing and summarizing relevant legal precedents; and preparing and maintaining a variety of documents.
Substitution of Education for the Specialized Experience Requirement:
For GS-11: PHD or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
For GS-12: One year of specialized experience equivalent to at least the next lower grade level GS-11 in the federal service. Specialized experience at this level is defined as conducting review of and response to public comments; addressing protests and appeals; and reviewing NEPA documents to ensure compliance with applicable law, regulation, and policy and to ensure high quality of analyses.
There is no substitution of education for experience at the GS-12 and above grade levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

KSA 3: Skill in providing leadership and communication techniques when working with staff specialists, management officials and groups of people with diverse backgrounds.
KSA 4: Skill in analyzing environmental and NEPA case law and administrative rulings to provide guidance and advice to management on major planning and environmental projects; conducting training; and synthesizing and abstracting data into issue papers, guidance, briefings, recommendations and public presentations.
KSA 5: Ability to write and consolidate budget submissions for an annual work plan, mid-year reviews, end of year reports and other major budget exercises.
