As an Human Resources Specialist (Senior Advisor) GS-0201-15, you will be responsible for performing the following duties:
Develops Human capital planning strategies, and ensures that the human capital is current and relvent to the economic environment in which FSA functions.
Advises on training and development activities for FSA employees to improve skills and knowledge, to increase retention, and to make the most effective use of staff I accomphlising business goals.
Develops and recommends recruitment and placement activities for optimum utilization of human capital.
Participates on task forces related to telework to make this a viable recruitment and retention strategy with maximum benefits to the organziations and to the employees.
Studies human resources operational and policy activities and makes recommedations for improvements to improve audits results and to improve human capital planning and implementation in FSA.
Reviews performance management activities, including appraisals, awards, and pay adjustments to ensure that the approaches used optimize employee utilization, serves as effective recruitment and retention strategies, and are accomplished fairly and equitably.
Advises program managers on how to meet recruitment and rention goals, in concert with the Human Resources Director and the Chief Adminstration Officer.

1. Experience working with HR Management programs to including SES, expected service and competitive service
2. Experience working with performance management systems.
3. Experience working with Human Capital management programs.

We use a multi-step process to review and evaluate applicants:
1. Eligibility and Minimum Qualifications
