    This position serves as a Senior Policy Analyst located in the Business Management Office, under the Energy, Minerals, and Realty Management Directorate, Bureau of Land Management (BLM). The incumbent reports to the WO-302 Chief. The incumbent serves as the directorate expert and point of contact on regulatory development, analysis and coordination related to the programs and functions of the directorate. Develops and writes policy and guidance for the renewable energy program including geothermal, solar and wind energy projects; the fluid minerals program including oil, gas, and helium; solid minerals programs, including mining law, coal, oil shale and salable minerals; the lands and realty programs, including land transactions, rights-of-way, and the Public Land Survey System. Provides detailed and thoroughly researched advice and recommendations to upper level management officials in the Bureau of Land Management (BLM) and the Department of the Interior (DOI) on policies, regulations and developing issues affecting energy, minerals, and realty programs. Examines policy deficiencies and material weaknesses which may require policy and procedure revision. Serves as a leader or participant in BLM, DOI or interagency study groups that develops proposals, options, and recommendations for use by top management in consideration of national realty, energy and mineral development policy alternatives. Coordinates with the Legislative Affairs staff to identify, develop and transmit to Congress high priority legislative initiatives.

    Physical Demands: The work involves office activities, in a sedentary environment. Some travel is required in connection with various work assignments. The incumbent often works under very tight deadlines and stresses opposed by the need for quick exchange for information and personal interactions.

    Work Environment: The work is performed in an office setting where risks, generally associated with an office environment are present. Some temporary duty travel is required to the field offices and other locations. The incumbent is required to abide by all existing safety requirements for the location.
