This position is located in the Office of the Under Secretary for Benefits (USB), Veterans Benefits Administration (VBA). The Deputy Chief of Staff serves as the full deputy to the Chief of Staff and serves as an advisor to the USB and the Principal Deputy Under Secretary for Benefits (PDUSB) on the development and implementation of VBA and department-wide policies, programs, and the internal management and operations of VBA.

Provides executive management, evaluation, and leadership over the following positions:Director, Office of Administration and Facilities; Director, Office of Human Capital Management; Director, Office of Employee Development and Training; Director, Office of Corporate Communications; Director, Office of Executive Review; and, Director, Office of Program Integrity and Internal Controls.
Analyzes and evaluates situations requiring the Chief of Staff's personal action, develops management options, and advises the Chief of Staff of potential consequences.
Initiates and conducts confidential studies as a basis for recommending change in broad Administration policies or operations.
Evaluates proposed legislation/legislative changes for impact on the delivery of benefits and services (workload, resources, and mandatory and discretionary spending) to Veterans and their family members. Gathers background material on a wide range of subjects for presentation to VA, service organizations, and other stakeholders.
Participates and/or leads Department-wide studies, projects, and committees addressing complex and sensitive matters that have political implications.
Participates in and initiates the review of matters of an administrative nature involving the functional areas of benefits delivery, including design, coordination, and execution of a program of management evaluation which assesses the level and quality of executive management's overall planning; delivery; resource utilization; funding; and organizational objectives.
The Deputy Chief of Staff is responsible for directly and through subordinate managers and supervisors, for employees ranging in grades from GS-11 through Senior Executive Service (SES) assigned to program services and staff offices. In this capacity, he/she determines objectives and sets priorities, provides guidance and leadership; and develops internal procedures to ensure all are informed of all aspects of the human resources program. Employees subordinate to the Deputy Chief of Staff perform a variety of highly professional, technical, and administrative work for which the Deputy Chief of Staff has supervision and oversight requiring extraordinary coordination, control, and integration of various Department of Veterans Affairs program elements.
