The Asset Forfeiture Management Staff (AFMS) of the Justice Management Division (JMD) has primary responsibility for the investigative, technical and administrative management functions of Justice's Asset Forfeiture Program (AFP). This Program centers around a powerful and important law enforcement tool that deprives criminals of their ill-gotten gains, attacks the financial infrastructure of criminal enterprises, and preserves assets that can be used to pay the victims of crime.

One of the most important roles of the Director is explaining the Program to outsiders, primarily the press and Congress. In order to have credibility, the Director must be familiar with law enforcement missions and operations. The Director carries out managerial functions, including:
Ensures resources are effectively and efficiently utilized. Directs analysis of program requirements, which are often unique and complicated due to the forfeiture statutory guidelines. Directs periodic reviews of the forfeiture and related processes used by the agencies involved in the Asset Forfeiture Program for the purpose of identifying opportunities to introduce consistency in law enforcement operations among the agencies involved and to bring about program improvements. Continuously analyzes program areas and policies relating to administration of assets seized in the course of investigation or prosecution of criminal activities to identify problem areas and those in need of improvement.
Through contacts and discussions with Departmental officials (in the Department of Justice and the other departments that have law enforcement or legal officials involved in the Program), and through contacts and discussions with the heads of the agencies that are associated in the Asset Forfeiture Program and the Asset Forfeiture Fund, builds effective working relationships between AFMS and the associated agencies, fosters a climate of cooperation among the agencies.
Deals with other agencies on the basis of persuasion, negotiation, and emphasizing mutual interests. This collaboration requires the Director to have the credibility and the relevant experience to communicate with the legal and law enforcement community.
Manages operation of the Consolidated Asset Tracking System (CATS), the electronic data base and telecommunications system used by participating agencies to track targeted, seized and forfeited property from seizure through final disposition under judicial or administrative forfeiture processes.
Directs the review of proposed legislation affecting the forfeiture program and related activities. The Director also ensures the development of legislative proposals regarding administration of the asset forfeiture program.
