If selected, you will serve as the Director, Office of Acquisition and Grants Management and be responsible for overseeing over $1 billion in annual contract and grant obligations including the development of FHWA acquisition policy, planning and procurement programs, recruitment and development of potential contracting services, and the provision of supply items required for the daily operation of the Agency’s technical offices. As Director, the incumbent serves as the Chief of Contracting Office for the entire FHWA contracting activity and provides direction to approximately seventy-five acquisition professionals in four geographically dispersed locations in awarding and administering all phases of contracts, grants, cooperative agreements, and interagency agreements. The incumbent also provides leadership in developing and implementing innovative acquisition approaches to support an array of U.S. Department of Transportation (DOT) initiatives.

CONDITIONS OF EMPLOYMENT:
As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resumeevidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. TECHNICAL QUALIFICATIONS (TQs): Below is the description of the technical qualifications that must be clearly evident in your resume.
1. Demonstrated experience applying knowledge of the principles and techniques of acquisition regulations, procedures, practices, and policies and their application to a comprehensive nationwide acquisition program to include: research and development; professional services; highway construction and Architectural and Engineering (A&E) contracting.
2. Demonstrated experience applying knowledge of Federal assistance and grants management policies and procedures to support competitive discretionary grant programs as implemented by applicable regulation and Office of Management and Budget guidance.
3. Demonstrated experience providing customer service to a range of stakeholders in an acquisition and grants management environment.
