As Deputy Chief Information Officer for the Department of Labor (DOL), the incumbent, along with the Chief Information Officer, serves as the principal advisor to top Department executives, including the Secretary, Deputy Secretary, and key agency managers in the areas of information technology (IT) and information management. The incumbent will plan, direct, and administer a comprehensive IT program for the Department of Labor.
Incumbent will perform a key leadership role in the Department’s IT modernization project, a major multi-year undertaking to consolidate IT infrastructures within the Department. The consolidation will result in shared services that are common among the agencies and will also integrate agency IT infrastructure components into a centralized OCIO organization.
Manages a large, complex, geographically dispersed IT operation. This includes managing federal and contractor staff, providing leadership in acquisition management, personnel administration, change management, customer service, and internal organizational performance and morale.
Plans and oversees the IT governance structure for the Department; staffs DOL’s representative IT oversight committee; participates in all agency annual budget formulation; and oversees an IT investment management process for selecting, controlling, and evaluating all DOL IT investments.
Assures that all DOL IT investments are effective and efficient in accordance with Federal and Departmental guidance on sound capital planning and investment strategies, including guidance to agencies on their investment strategies.
Ensures that an adequate level of security exists for all automated information, whether maintained in-house or commercially, and provides leadership and coordination for giving the public electronic access to Departmental information including the Internet. Promotes information exchange/accessibility via the internet and intranet to enhance the effectiveness of Departmental programs.
Provides executive direction in program areas relating to procurement and contracting support services, alternative strategies, internal and quality controls, audit findings closure and/or prevention, integrated IT services delivery, and IT portfolio management.
In partnership with the Chief Information Officer, represents the Department on all information management and IT issues, with OMB, GSA, GAO, Congressional Committees, the OIG, and private industry.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

1. Demonstrated knowledge of change management and customer service techniques and requirements needed to prepare all affected entities and customers as IT plans are implemented. Experience in understanding the business needs and direction of an organization, creating an IT strategic vision and operational plan to support those business needs and direction.
2. Experience in a leadership role in a complex IT program that requires collaboration, partnership, and negotiations across a large, geographically dispersed organization or group of organizations, to achieve a common objective and/or service that results in a streamlined or quality operation for stakeholders and customers.
