The incumbent will be assigned responsibilities requiring fluency in the Spanish language. The applicant will be required to speak and converse in the Spanish language. Tasks assigned will include the ability to perform Spanish to English translations and English to Spanish (as well as develop and write the source material).
Examples of resources that will need to be translated include:
• Deposit Insurance resources including FDIC web content;
• Consumer complaints;
• Financial Education outreach initiatives;
• Specific requests from other divisions within FDIC;
• FDIC Spanish/English lexicon of financial terms and glossary;
• Congressional inquiries; and
• Presentations for use to the public including drafting of transcripts and other materials.
Duties to be performed include:
Serves as subject matter expert for the Division on a broad range of complex deposit insurance coverage issues. Serves as a resource for Division staff, providing assistance and guidance on complex and unusual insurance coverage questions.
Analyzes and evaluates legislative and regulatory proposals concerning complex deposit insurance issues and develops options and recommendations for senior management that may impact consumers and the banking industry.
Coordinates and reviews activities, establishes priorities and deadlines, monitors and reports on progress, measures performance and detects trends and potential problems, revises existing procedures and responds to senior management information requests.
Prepares management reports, briefing materials, discussion papers, and procedures on highly complex deposit insurance issues. Presents technically complex information in a concise, organized and logical manner.
Develops detailed and authoritative written guidelines, manuals and other resource materials designed to provide bankers and bank customers with a clear and comprehensive understanding of how the FDIC's rules for insurance coverage apply to complex deposit account structures.
Represents the Corporation in delivering presentations to senior bank representatives and industry trade groups concerning FDIC deposit insurance coverage and FDIC systems, tools and products designed to support the operations of insured institutions.
Conducts and participates in formal training seminars and other outreach activities to educate bankers, representatives of government and business organizations, consumer groups, and others about FDIC insurance coverage and FDIC systems, tools and resources that are part of the FDIC's deposit insurance outreach and education program.
Bilingual - English and Spanish language skill is required. Applicants must document their ability to read, write, and speak the Spanish language on their resume and demonstrate their language proficiency in both languages at the time of interview. The interview will be conducted in English and Spanish and you will be required to translate documents from English to Spanish and from Spanish to English. Spanish language proficiency is a qualification determining factor.

Selective Placement Factor: Must be fluent in both English and Spanish. Fluency refers to the ability to follow and contribute to a conversation with native speakers and defend personal opinions. CG-13: Applicants must have 1 year of specialized experience equivalent to the CG/GS 12 grade level in the Federal service. Specialized experience is defined as experience in deposit insurance to include providing assistance and guidance to depositors on insurance coverage questions, specifically in the area of formal revocable trust accounts and developing authoritative guidelines, manuals or other resource materials on deposit insurance coverage.
CG-14: Applicants must have 1 year of specialized experience equivalent to the CG/GS 13 grade level in the Federal service. Specialized experience is defined as experience obtained as a technical authority in deposit insurance providing guidance on insurance coverage questions, specifically in the area of formal revocable trust accounts; developing authoritative guidelines, manuals, computer-based systems, application tools and other resource materials on deposit insurance coverage.
