You will support the Center in the performance of all procurement planning for the Agency procurement and computer/IT telecommunications related requirements, financial audits, facilities and operations support services. This involves coordinating with program personnel, financial and budget staff and developing tracking charts and time frame requirements. Serves as an advisor to both program and management officials. Assists in implementing procurements policy including Federal Acquisition Regulations, OMD Circular and OFPP policy matters. Performs cost and price analysis, makes competitive range determinations, prepares determinations and findings, justifications and approvals, conducts pre-bid and proposal conference and makes determinations of responsibility based on appropriately chosen data from contractors and pre-award surveys. Coordinates with the Office of General Counsel (OGC) and assists agency personnel in responding to protests. Serves as a lead negotiator; and develops negotiation strategy, coordinates strategy with negotiating team and conducts negotiations. Performs extensive contract administration which typically involves incremental funding, coordination of time extensions, incorporation and negotiation of change orders, etc. Also negotiates supplemental agreements and modifications, issuance of cure notices, final payment and contract closeout. Exercises technical surveillance over pre-award proposal evaluations, contract performance and Contracting Officer Representatives (CORs). Terminates contracts as required for convenience or default.

Basic Requirements for GS-13 and GS-14: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position and a 4-year course study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard of positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for a promotion to a higher grade, unless granted a waiver.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade level in the Federal service.
For GS-12: Specialized experience includes determining procurement requirements and needs; determining contracting type and methods; performing price analysis; researching business/industry practices; and managing the pogress of contracts until formal close-out.
For GS-13: Specialized experience includes procuring one or more of the following: IT hardware, software and facilities and operation support services. In addition, negotiating contract changes and modifications; analyzing, interpreting and applying acquisition laws, rules and regulations; and resolving contract disputes and claims.
For GS-14: Specialized experience includes procuring one or more of the following: IT hardware, software and facilities and operation support services. In addition, leading contract negotiations; developing and implementing acquisition plans; analyzing, interpreting and applying acquisition laws, policies, rules and regulations; resolving complex contract disputes and claims involving legal counsel; and processing and serving as Contracting Officer with signatory authority for complex high dollar value procurements.
A 4-year course study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing quantitative methods, or organization and management.
