    Summary

    This position is located in the Defensive Equipment and Armored Vehicle Division, Office of Physical Security Programs, under the Deputy Assistant Secretary for Countermeasures Division, Bureau of Diplomatic Security.

    The incumbent is responsible for providing expert acquisition policy analysis and advice on contract and task order administration and management support for the acquisition of armored vehicles.

    Responsibilities

    • Provides contract administration support to the Contracting Officers. Provides technical and management oversight of all pre and post-award contracting activities, developing requirement documents and statement of work.
    • Reviews and evaluates proposals, solicitations, analyzes and prepares independent government cost estimates; develops and drafts responses to questions from prospective bidders; evaluates contractor performance, and resolves contract issues.
    • Employs program analysis principles and methodologies to review invoices and other contractor generated documents to craft authoritative forecasts of budgetary needs for future fiscal years and to investigate trends in current expenditure rates.
    • Studies, analyzes, and develops ways to improve cost effectiveness, streamline acquisition procedures, and increase efficiency of the armored vehicle program.
    • Maintains administration records, approves invoices and performs quarterly monitoring reports to verify and document contractor performance.
