The incumbent serves as a Financial Management Specialist, responsible for analysis of IT finance, cost, and other related IT management information to include the IT service catalog, project management office and enterprise architecture work products and services. Responsible for evaluating supporting IT management systems and tools; capturing, generating and synthesizing and reporting IT investment life cycle management data; and improving IT financial planning, budgeting, and acquisitions transactions and reporting workflows and processes.
Supports the newly established IT Financial Management (ITFM)/Technology Business Management (TBM) program initiative within the Office of the Chief Information Officer. The ITFM/TBM initiative's overall objective is to develop IT financial, management and cost data associated with Library IT investments beyond the finance view to include IT service views and business views. The ultimate goal is to support executive decision making, thereby leading to improved IT cost transparency, IT investment accountability, and IT value delivery to the Library's business and mission components.
Develops, implements, and administers IT Financial Management (ITFM)/Technology Business Management (TBM) processes, data, systems and tools used for planning and life cycle management for Library-wide IT budgets, assets and human capital resources. Follows well established and understood financial management best practices within a standardized ITFM//TBM taxonomy and framework as adopted by the Library. Provides expert advice related to ITFM/TBM processes, systems, tools, and data to OCIO IT portfolio and sub-portfolio owners and OCIO services owners responsible for IT services portfolio, applications portfolio, and enterprise architecture components. Identifies, collects and analyzes ITFM/TBM related cost, financial, and other related management data. This includes IT financial, cost, and enterprise architecture data related to business capabilities; services portfolio, functional towers, projects, and enterprise architecture components.
Provides expert guidance in resolving complex problems and/or issues affecting Library-wide IT financial, cost, and data collection, extraction, and reporting of IT spending and management data. Collects analytical management data essential to the investment planning, acquisitions, service provisioning, and project management of OCIO portfolios. Analyzes OCIO portfolios which may span across fiscal year investments, functional IT towers/sub-towers, services, applications, enterprise architecture components, and business capabilities. Leads data categorization and analysis and reporting of ITFM/TBM programs, projects, and initiatives. Frequently conducts data analysis with the aid of specialized software and tools that rely on the primary financial management, planning, and asset management systems of the Library. Advises and assists with the conceptualization, design, and development of costing methodologies, cost allocation, and variance analysis computational algorithms. Develops process improvement recommendations and facilitates data quality improvement efforts. Provides advice and guidance to resolve, implement or manage ITFM/TBM program, process, data and technology issues that may arise.
Researches, analyzes, and provides expert technical advice on findings associated with complex interrelated data sets concerned with cross-cutting substantive agency IT investments and resources spanning multiple fiscal years. Recommendations may relate to complex conclusions drawn from data generated from ITFM/TBM or agency financial and other management systems and tools to include reports, metrics, dashboards, and related analysis. Recommendations impact the short- and long-range IT investment and resources of the agency. Planning policies, workflows, and performance metrics reporting usually crosses multiple fiscal cycles. Reports findings and recommendations in writing or orally in multiple forms to include written reports, presentation slides and graphical charts. Provides substantive supporting data to aid in operational and executive management decision making by Library-wide working committees and executive management to include CIO/DCIO, the IT Steering Committee, and the Library Executive Committee.
Serves as an expert on special projects, advising senior managers on major issues. Leads, conducts and/or participates in complex management studies and reviews-particularly those with wide or significant impact on the centralized IT organizational structure, Library-wide IT workflows and processes, operations and fiscal control, and those where the studies' boundaries and scope of coverage may be broad and encompass broad segments of IT functions and agency business and mission components. Organizes and plans projects with colleagues. Selects qualitative and/or quantitative methodologies appropriate to the subject.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
