The Federal Regulatory Commission's role is to oversee various aspects of the energy industry, including transmission of electricity, natural gas and oil. We also analyze proposals to build liquefied natural gas terminals and interstate natural gas pipelines and license hydropower projects. This position is located in the Office of Energy Policy and Innovation (OEPI) at the Federal Energy Regulatory Commission (FERC). The incumbent will work within the Division of Economic and Technical Analysis or the Division of Policy Development. OEPI coordinates the development of policies and rules that address emerging challenges in the electric and natural gas industries. The Division of Economic and Technical Analysis works to enhance existing market rules, processes, and operations in the electric and natural gas industries in order to promote competition and efficient market design, address emerging challenges, and send appropriate long-term investment signals. The Division of Policy Development initiates and coordinates the development of Commission policies to: enhance the efficient planning and operation of energy markets and the interstate power grid; improve the coordination between wholesale electric and natural gas systems; remove barriers to ensure access to the market and grid by all resources; and improve coordination between wholesale and retail electric markets.
Major duties of the position include:

GS-7: Candidates must have one (1) year of specialized experience that is equivalent at least to the GS-5 grade level. Specialized experience for the GS-7 is described as experience that involved the collection, analysis and evaluation of technical information. Education may be substituted to meet the specialized experience. Education which may be substituted to meet the requirements for the GS-7 is one full year of graduate level education or Superior Academic Achievement.
Graduate Education is education at the graduate level in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Superior Academic Achievement is based on class standing, grade-point average or membership in a scholastic national honor society.
GS-09: Candidates must have one full year of specialized experience at or equivalent to the GS-07 level. Specialized experience for the GS-09 is defined as: experience conducting benefit-cost analyses; participated on teams conducting research on energy issues; evaluated Federal or state programs on renewable energy policies as part of a job or academic assignment. Two years of progressively higher graduate level education or a combination of education and experience may be substituted for specialized experience.
GS-11: Candidates must have one year of specialized experience that is at least equivalent to the GS-9 grade level, which demonstrates experience in reviewing and analyzing policy issues to address existing issues associated with the regulation of the natural gas and/or electric power industry; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree.
