This Group is responsible for managing the development of safety performance targets, automated tools, and data integration efforts in support of the risk identification, assessment, and mitigation in the ATO.
You will apply your experience and expert knowledge of Business Intelligence products, such as safety analytical tools and products to analyze, design, and develop data informed decision-making and support systems. This work is critical to the development of a viable and secure infrastructure to identify, track, and monitor emerging trends or risk in the National Airspace System (NAS).
As a recognized expert and leader in data transformations, data cleansing, and data profiling, you will analyze and conduct complex and challenging studies and research on automated information products to implement innovative enhancements or changes to ATO safety analytical tools, analytics, and decision support systems, such as the Predictive Learning Analysis Network.
As a principal specialist, you will apply extensive skill and experience using complex software applications, such as ColdFusion and Oracle Stored Procedures to design, develop, and maintain innovative information systems. You will research and analyze ATO programs to translate functional requirements into technical requirements. You will also coordinate the implementation of internal and external interfaces and provide technical support for site preparation, training, and post implementation user support.
You will apply experience with a variety of operating systems, web browsers, and software tools such as Java, Structured Query Language (SQL), Oracle Stored Procedure, PUSQL, SQL Loader, or SAP Data Services to act as a Team Leader in the development of advanced analytics to support effective risk management. You advise senior management and jointly resolve issues on major aspects of data architecture, system design, systems inter-relationships, and the appropriate operating mode, software and/or equipment configuration.
As an expert in data collection, you will apply your knowledge of and experience with aviation industry automated data-collection programs to perform complex innovative analytical studies and projects to develop tools and support integration efforts. You will apply your experience planning, testing, and implementing data collection applications such as the Safety Management Tracking System (SMTS), the Air Traffic and Technical Operations Compliance Verification Tool (CVT), Risk Assessment Program (RAP), and/or Web Intelligence to assist in the development and implementation of new, innovative automated systems and reporting solutions. You will also develop and analyze statistical reports and validate trend data.
Your contacts will be internal & external to Safety & Technical Training, including representatives from other ATO service units, program offices, stakeholders, planners/contractors to share information and to develop complex operational monthly reports. You will be the focal point for Business Intelligence Products and drive data informed decision-making, compose reports, and respond to inquiries and reports from external agencies (i.e., the National Transportation Safety Board (NTSB), General Accountability Office (GAO), Department of Transportation (DOT), and Congressional representatives).
You will be frequently required to develop new approaches and will have broad discretion to develop the requirements of the projects and/or work activities. The Team Manager typically reviews your work only at completion for success in achieving planned results.
Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13/FV-I) in the Federal government or non-Federal equivalent.
