This position is located at the Joint Force Headquarters-Wyoming National Guard. The purpose of this position is to manage National Guard military functions of the Joint Staff and joint military program operations throughout Wyoming. The incumbent is the state's senior federal full-time National Guard management official and serves as principal executive assistant and advisor to the Adjutant General or designated representative. The incumbent oversees and manages a variety of joint staff programs, which include the development, execution, and evaluation of programs and policies pertaining to the command, control, operation and management of the Joint functions at State Headquarters level. Program responsibility assigned to this position is managerial and is executive in nature.
(1) Manages and directs the administration, coordination, planning, development, execution and supervision of all Joint Staff programs that prepare the state for contingency operations in either a federal or state emergency, to include man-made or natural disasters, and federal military mobilizations.
(2) Incumbent serves as the principal full-time representative and spokesman of the Joint Staff and acts in the absence of the Adjutant General or designated representative in all Joint Staff matters.
(3) Reviews and evaluates proposed program and mission changes and impact data prepared by various staff agencies. Prepares and develops policies and directives for joint force mission accomplishment and organizations managed.
(4) Directs and oversees the development of long and short-term goals and plans for state joint force programs. Executes long term plans and programs and directs studies involving federal and state programs, facilities, manpower, force composition, mobilization, readiness, and economic impact for organizations managed.
(5) Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through Joint Staff directors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

MINIMUM REQUIREMENTS:
Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must possess at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
AND
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
