Applicants MUST MEET the following Basic Qualification Requirement AND Specialized Experience at each grade level:
BASIC QUALIFICATION REQUIREMENT
A BA/BS degree with a major in any field OR at least 24 semester hours in any combination of the following fields: accounting,business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (NOTE: You are required to submit your unofficial college transcripts in order to document completion of the educational requirements for this position. If selected, official transcripts will be required prior to establishing an entrance on duty date.) -AND-
GS-12 Specialized Experience:
One (1) year of specialized experience at the GS-11 grade level in the Federal service or equivalent. Specialized experience at the GS-12 level includes experience in the following:
(1) soliciting and awarding contracts using GSA ordering and simplified acquisitions Federal Acquisition Regulations procedures;
(2) administering contracts by assuring compliance with the Federal Acquisition Regulations and contract terms and conditions;
(3) planning, establishing, or reviewing contracts, programs, policies, or procedures;
(4) administering policies and procedures to ensure achievement of socioeconomic goals;
(5) developing acquisition strategies and managing procurements subject to supervisory or Contracting Officer review and approval; and
(6) providing functional staff advisory services within the contracting occupation.
GS-13 Specialized Experience:
One year of specialized experience or equivalent work at the GS-12 level for this position includes but is not limited to experience in the following:
(1) soliciting, evaluating, negotiating, and awarding contracts using GSA ordering, simplified, and negotiated acquisitions Federal Acquisition Regulations procedures;
(2) administering contracts by assuring compliance with the Federal Acquisition Regulations and contract terms and conditions;
(3) analyzing, negotiating, and settling contract termination claims and proposals;
(4) analyzing and evaluating cost/price proposals;
(5) planning, establishing, or reviewing contracts, programs, policies, or procedures;
(6) formulating and administering policies and procedures to ensure achievement of socioeconomic goals;
(7) developing acquisition strategies and independently directing or managing procurements; and
(8) providing functional staff advisory services within the contracting occupation.

Applicants must possess at least 4 years experience in contracting or related positions, one (1) year of which is specialized experience
NOTE: All applicants must submit proof of certification for the Federal Acquisition Certification - Contracting (FAC-C) Level I or Defense Acquisition Workforce Certification (DAWIA) in Contracting Level I at entrance on duty while allowing the 24 month period to obtain/maintain Level II at the GS-12 level and Level III at the GS-13 level.
Exceptions for 1102s: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.Only experience and education obtained by the closing date of this announcement will be considered.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).A written test is not required.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
