The primary purpose of this position is to serve as Joint Task Force Civil Support (JTF-CS) strategic planner, manager, and engineer for fixed and tactical telecommunications systems and components. Makes major decisions that have a direct/substantial impact on the management of telecommunications systems resources.
- Serve as C4 operations engineer as part of the JTF-CS Early Entry Command Post responsible for all contingency operations technical engineering, deployable network architecture and the C4 coordination.
- Plans and coordinates all phases of the acquisition, implementation, and integration of deployable communications assets. Works with customers to identify and assess SATCOM mission requirements.
- Acts as a Joint Communications Control Center (JCCC) Operations Officer during all JTF-CS, USNORTHCOM, and ARNORTH sponsored events, exercises and operations.
- Participates in Chemical, Radiological, Biological and Nuclear (CBRN) Response Enterprise operations; may deploy to hazardous locations. Incumbent works as a team lead while performing assignments and completing training.
Occasional travel - Work may require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States. Travel may be on very short notice and may be under field conditions.

- This position is designated Non-Combat Essential and is a KEY position IAW DODD 1404.10. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- This position is a designated drug testing position. The incumbent of this position may be subject to random drug testing and provisions as outlined in the Air Force Civilian Testing Plan.
- Work may require employee to drive a government motor vehicle. A valid driver's license is required for this position.
- Incumbent may be required to wear an organizational civilian uniform with appropriate footwear and other PPE to be issued by the organization.
- May be required to work non-traditional duty hours which includes evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
- Frequently, Incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone and/or pager (Government furnished). Incumbent must participate in any "call back" drills conducted by the organization
- Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions.
- Grooming standards must be compatible with all required protective equipment.
- Must be able to don Nuclear, Biological and Chemical protective clothing, including mask, unassisted, in the requisite amount of time to ensure the employee's safety, and remain in this posture until conditions are declared safe.
- A pre-employment medical exam is required. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather.
- Employee is expected to have a family care plan in place (if applicable) to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployments of at least 30 continuous days or more.
- In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This position has deployment requirements for CBRN response IA W NNCI 44-163 and DoDI 6490.07. Selectee must meet the requirements specified on the SF-178 Certification of Medical Examination.
QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for GS-0391, Telecommunications Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting procedures and legal requirements; planning, technical systems management, spectrum operations, and evolving technology in order to serve as technical authority and advisor on electromagnetic spectrum matters associated with conducting civil support missions; provide technical IT and telecommunications engineering and enterprise architecture expertise on local,state and federal operations and exercise planning and execution.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of SATCOM and Radio Frequency (RF) to develop procedures/policies/practices for command, component, subordinate and missionpartner use.
2. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. Ability to analyze a variety of unusual communications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major communications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking).
3. Knowledge of communications planning and execution tools and ability to apply it to Annex K and orders development, Satellite Database requirements, Satellite and Gateway access and services. Knowledge of the joint C4 planning, development, execution and evaluation of operations as it pertains to deployable communications.
4. Knowledge of DCRF, DSCA, FEMA, and Defense C4 activities, operations and exercises as used by DoD, the Joint Staff, other Combatant Commands and Services.
5. Knowledge of computers, computer systems, collaboration systems, processes and automation software.
6. Ability to analyze and understand DoD & civil partner interoperability operations and problem solving strategies. Knowledge of Communications Security (COMSEC) policies and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
