    This position is designed as a SES, General. USDA structures its SES positions into position levels. This is a position level three with a salary range of $178,958-$189,600 per year.     Responsibilities

    As Associate Chief, shares fully with the Chief the responsibility for planning, directing, and coordinating all program activities of NRCS. Directs and approves formulation of policy, the integration of operations of all phases of the programs, and is responsible for coordination of Agency functions and operations with soil conservation districts and other cooperating agencies and groups.

    Acts as an alter ego to the Chief in directing, guiding, and coordinating the work of all functions and program activities of the Agency, including wetland restoration, environmental quality incentives, conservation security, wildlife habitat management, conservation operations, resource conservation and community development, rural lands, watershed planning and operations, watershed rehabilitation, conservation compliance, agricultural management, farmland protection, and grazing land conservation.

    Participates with the Chief and shares responsibility for determining the distribution of funds for multi-billion dollar Agency programs and personnel ceilings. Directs and coordinates cooperative relationships, including the furnishing of technical assistance to other Federal, state, Tribal,local agencies, organizations, groups, and enterprises engaged in Agency­ related activities. Provides leadership in maintaining and improving the high degree of technical soundness and operational efficiency which enhances the value of the Agency to the public.

    Participates with the Chief in directing ongoing program appraisals and evaluations to ensure economy, effectiveness, and efficiency of operations and to assure the program goals and objectives are met.

    Provides leadership and guidance for the understanding and application of personnel rules and regulations as they apply to the Equal Employment Opportunity and Affirmative Employment Program to ensure their integration into recruitment, hiring, promotion,training, career development, separations, grievances, and other personnel actions.

    Provides leadership and guidance to ensure the delivery of NRCS programs and services is·carried out without regard to race, color, religion, sex, including sexual orientation, age,national origin, or disability. Reviews the implementation of civil rights policies to determine that they are translated into appropriate actions consistent with annual plans of operations.
