This position is located in the Office of the Treasurer (T), Budget and Planning Department (TBP), and is responsible for planning, coordinating, and preparing assigned components of the annual and multi-year Federal budgets as well as annual Private Funds budgets. The incumbent:
Professional knowledge of and experience with the federal budgeting process, principles and practices, including the annual federal budget cycle and the application of appropriations law concepts to budget formulation and execution. Advanced knowledge of Microsoft Excel in capturing large volumes of financial facts and figures in order to perform detailed analyses and present useful conclusions. Extensive experience in working with pivot and look-up tables. Duties associated with budget formulation are comprehensive and include developing the necessary tools in Oracle, Excel, Word, or other software to solicit, summarize and analyze budgetary information from Gallery departments and using the results to prepare the formulation and justification documents of the Gallery’s budget.
Assists in the assessment and evaluation of the Oracle financial management system needs and requirements of the Gallery; recommends changes in financial management processes, systems, and reports; and participates in implementation of approved changes as required.
Experience in working with Oracle Federal Financials. Incumbent provides review and reconciliation support for the Gallery’s annual audited financial statements as well as other required routine federal financial reports such as the quarterly federal financials and the statement of budgetary resources. Professional knowledge of and experience with federal accounting, the United States Standard General Ledger (USSGL), and government-wide policies, rules, regulations, theories, concepts, principles, standards, processes and precedent-making decisions affecting the Gallery.
Ability to work independently and to make and present well-reasoned conclusions or recommendations to management. Ability to work collaboratively with all staffing levels and manage simultaneous overlapping deadlines with limited assistance. The incumbent needs strong interpersonal skills as he/she must work closely and harmoniously with peers in the Treasurer's Office and throughout the Gallery. Ability to prepare and present financial and technical findings in a clear and concise manner in both narrative and tabular form to both financial and non-financial personnel at all levels of the Gallery.

[GS-13] Specialized experience is at least one year of experience, equivalent in responsibility to the GS-12 grade level in the Federal service, developing and managing budgets for a federal agency.
[GS-14] Specialized experience is at least one year of experience, equivalent in responsibility to the GS-13 grade level in the Federal service, developing and managing budgets for a federal agency.
