The Deputy Assistant Secretary (DAS) is responsible for directing the information and communications program of the Department of Labor. The program encompasses all established Departmental laws, policies and programs covering a diverse range of subjects; Secretarial initiatives; and special events involving the Secretary and other DOL/governmental executives.
The program includes: employment and training; occupational safety and health; pensions; wages and workplace conditions; labor standards and practices; equal employment opportunity; matters affecting women, veterans, minorities, organized labor, youth, senior citizens, immigrants, and undocumented workers; international labor; labor statistics; and matters involving senior Departmental officials, including the Deputy Secretary of Labor, the Assistant Secretary of Labor for Administration and Management, the Chief Financial Officer, the Chief Information Officer, the Chief Economist and the Inspector General. In addition, the career DAS may serve as the designated authorizing official for news media “lock-ups” where Principal Federal Economic Indicators and the Unemployment Insurance Weekly Claims are provided to the press on an embargoed basis.
Directs the development of public affairs policies, guidelines, procedures, and standards to be used throughout the Department for planning, developing and implementing public affairs activities and for producing and issuing all informational and educational materials.
At the direction of the Assistant Secretary for Public Affairs, serves as a spokesperson for the Department of Labor. Incumbent maintains close working relationships with the print and electronic media who cover the Department.
Directs and oversees public affairs activities undertaken by OPA and the agencies in support of the Secretary and the Department's policies, programs and activities.
Provides managerial guidance to the manager of DOL.gov and LaborNet on a wide range of issues relating to OPA’s website responsibilities; provides managerial guidance to the manager for digital/social media on a wide range of issues relating to DOL's digital platforms; provides managerial guidance for editorial clearance and related functions.
You must have specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, and the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. 1. Knowledge and experience of running a private enterprise; multi-media operation; or a government environment of managing a public affairs office, enables the incumbent to direct the daily operation of a cabinet-level department.
2. Extensive background in developing media relations and working with national media outlets.
3. Experience in conducting public affairs activities related to regulatory activities or issues.
4. Knowledge or familiarity of issues specifically related to the Department of Labor.
