The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief Information Security Officer (CISO). The CISO provides technical credibility, insight, and innovation to ensure the successful development, implementation, management, and maintenance of the information security systems, processes, and policies that are required to protect the breadth of the Census Bureau’s enterprise systems and data.Learn more about this agency
The CISO will:
- Lead the overall information security strategy, vulnerability management, incident management, execution of security standards, and security monitoring with a bureau-wide focus.
- Plan, coordinate, and control information security for the Census Bureau, including security measures for all computers, electronic storage devices, and communication systems.
- Establish and maintain an enterprise-wide information security program that ensures all Census Bureau information assets are adequately protected.
- Identify, evaluate, and report information security risks in a manner that meets compliance and regulatory requirements, and aligns with and supports the risk posture of the enterprise
- Manage cybersecurity acquisition projects and budgets for a large Information Technology infrastructure environment.
- Maintain ongoing knowledge of: (a) Federal legislation, regulation, policies, and practices related to information systems security; (b) methodologies and best practices that are commonly used in the information systems security industry; (c) the status of Federal Information Systems Security initiatives; (d) the review of automation architectures used at all Census locations; (e) COTS software packages; custom developed software applications; and network and telecommunications products and technologies; and (f) the threats to and vulnerabilities of the Census Bureau’s sensitive systems and IT architecture.
Occasional travel - Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.

PTQ #1 -Demonstrated executive level experience developing enterprise technology and security strategies and policies.
PTQ #2 -Demonstrated executive level experience managing complex enterprise-wide information security systems including monitoring and evaluating IT investments and infrastructure, and providing accountability for the protection of IT assets. Experience re-engineering business processes and resolving difficult problems encountered in the planning, development, and operation of complex IT systems.
PTQ #3 -Extensive knowledge of federal regulations, policies, tools and processes associated with network security and operations; forensics; and security assessments, authorizations and monitoring to ensure an effective and dynamic security posture.

A degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the adaptation of applications, systems or networks OR equivalent IT experience. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training.
