Serves as an Emergency Management Specialist in the Joint Forces Headquarters - State (JFHQ-State) responsible for Emergency Management and Continuity of Operations planning.
Serves as a planner, coordinator, and advisor for the Idaho Army National Guard (IDARNG) Emergency Management and Continuity of Operations matters. Uses existing and improves-upon communications templates and procedures in conjunction with State Office of Emergency Management Office, Joint Forces Headquarters, Army National Guard Headquarters and National Guard Bureau. The incumbent must continually gather information, identify and analyze issues, and develop recommendations to resolve substantive problems related to Emergency Management and Continuity of Operations planning. Provides program planning, assessment, coordination, and advisory services for a wide variety of complex Emergency Management issues ranging from support plans to the effective management of limited resources. Ensures coordination between JFHQ-S and NGB on Emergency Management and Continuity of Operations plans, guidance, policies, and procedures. Accurately portrays current IDARNG and JFHQ-State operations and capabilities to facilitate shared situational awareness with NGB and mission partners. Ensures timely input of data into the Joint Information Exchange Environment (JIEE). Collaborate with IDARNG and JFHQ-State leaders, NGB, ARNG, state, local, tribal and private entities to build internal and external coalitions to ensure the myriad of Emergency Management related issues are holistically analyzed by all applicable stake-holders.
Interprets Federal and State policy directives and guidance to develop and coordinate continuity plans. Schedules, plans, and coordinates continuity exercises. Leads IDARNG preparation for State and National Level, DoD, NGB, JFHQ-State, and Department of the Army exercises. Trains exercise participants on exercise rules, objectives, and operations. Develops and provides input for Master Scenario Events List (MSEL) for construction of exercise scenarios. Facilitates exercise conduct for participants. Attends Regional, State, Interagency, and NGB level meetings, exercises, and planning sessions, in person or via distributive means.
Serves on the exercise evaluation team, evaluates results of exercises, and identifies best practices, lessons learned and corrective actions for organizations within the assigned region, and prepares reports and presents findings.
