BC is one of the major operating components of the Commission, with law enforcement responsibilities for antitrust charges arising under Sections 2, 3, 7, and 8 of the Clayton Act and under Section 5 of the Federal Trade Commission Act. The Bureau's law enforcement activities affect virtually every segment of the U.S. economy.
As Assistant Director for Compliance in BC, the incumbent is responsible for developing remedies, negotiating and drafting orders in restraint of trade cases arising under Sections 2, 3, 7, 7A and 8 of the Clayton Act and under Section 5 of the Federal Trade Commission Act. The Assistant Director also is responsible for the investigation and possible litigation of violations of those orders and violations of Section 7A of the Clayton Act. Other duties include:
Serving as a member of the Bureau's senior management team and making program and policy decisions.
Directing staff in investigating and litigating remedies in restraint of trade cases, and investigations and possible litigation of violations of those orders.
Supervising the de novo investigation of violations of the Hart-Scott-Rodino Premerger Notification Act, and the resolution of any violations through civil penalty settlements or litigation.
Planning and directing investigative proceedings for the purpose of enforcing the foregoing statutory provisions.
Supervising, coordinating and reviewing the work of 15-20 staff attorneys and support staff, including providing counsel and guidance on policy questions and matters of legal strategy.
Training and effective deploying staff, evaluating their work product, and initiating recommendations for promotion or other personnel actions.
Appearing before the Commission, and occasionally before Congressional committees, to discuss the work in his or her functional area, trends in the competitive economy, emerging problems of law violations, proposed legislation, and similar matters.
Represent the Commission or Bureau in ongoing proceedings before government agencies or give speeches or other briefings to various groups.
As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under Executive Core Qualifications (ECQs) and Technical Qualifications (TQs). Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of possession of each of the ECQs and TQs listed below in supplemental statements. These statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

TECHNICAL QUALIFICATIONS – MANDATORY
You will be evaluated on the following Technical Qualifications:
TQ 1 - Demonstrated experience analyzing complex legal casework and evaluating consent agreements, contested remedies, and potential remedies involving restraints of trade in a variety of industries, such as healthcare, pharmaceuticals, consumer goods, industrial goods, chemicals, energy, and technology.
TQ 2 - Demonstrated experience analyzing a variety of competition issues and developing remedies in those cases using knowledge of Section 5 of the Federal Trade Commission Act and Sections 2, 3, 7, 7A, and 8 of the Clayton Act. Experience should include planning and directing investigative proceedings and litigation for the purposes of enforcing final orders and Section 7A.
TQ 3 - Demonstrated experience in supervising and reviewing the work product of attorneys and other staff in a legal office with a focus on achieving high quality organizational results.
Applicants must have attained a law degree from an accredited law school and be a member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or any territory of the United States. Note: proof of bar membership and official law school transcripts showing degree earned will be required before entry on duty.
