As a Financial Specialist, you will:
Identify, consider and resolve a variety of financial and/or budget-related policy issues, questions and problems related to the agency financial management program.
Provide financial advice and perform financial assistance work for internal agency operating programs.
Perform budget work for internal operating programs in support of all phases or systems in budget administration including the formulation, presentation and execution of a budget.
Perform detailed analyses and estimates of annual funding needs for one or more future budget years.
Analyze and evaluate the effects of program plans and budget issues.
Communicate with colleagues, agency management and other contacts outside the agency to gather, analyze, and compile financial data to provide financial advisory services and to convey financial information in a variety of written forms such as cost and budget reports. Works with computer systems, program and software typically used in the financial field.
OST is looking for an experienced motivated and self-reliant candidate willing to forecast, execute, formulate, and present an organization’s long-range budget forecast and plans involving multiple appropriations and funding to include one year, multi-year and no year funds in accordance with program plans and regulations with skilled professionals who ensure the safety and fairness of the transportation industry.
This position is located in the DOT building, which sits directly across the street from the Metro and a few blocks away from the National’s Baseball stadium. OST has flexible work schedules (to include Telework) and flexible health benefits.

CONDITIONS OF EMPLOYMENT:
To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
Experience projecting and forecasting budget plans for current AND future years which include developing budget estimates, narrative justifications utilizing historical budget data/trends and forecasting the effects of revised levels of obligations and expenditures on budget estimates AND utilizing automated accounting and financial management systems to prepare reports and determine whether funds comply with program plans and regulations.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
