    Summary

    The Emergency Manager serves as an integral part of the Network with responsibility for network emergency management operations. Execution of such support requires the application of special abilities necessary for a health care delivery environment and methods to support emergency planning and operations. This includes serving as principal advisor on highly complex issues pertaining to internal and external emergency operations and coordinates administrative matters related to EM operations.

    Responsibilities

    The incumbent provides technical assistance, guidance, and coordination on emergency medical preparedness programs for all VISN 22 Medical Facilities. Considerable knowledge of health care facility operations and emergency operations in support of federal, state and local entities within the geographical boundaries of the Network is required. The incumbent must exercise considerable tact and diplomacy in carrying out program responsibilities and in coordinating network programs with senior management officials at VA Headquarters, VISN medical facilities, other federal departments/agencies, state government and local communities where VA facilities are located. Incumbent is responsible for the VISN 22 Emergency Operations Center (EOC), in addition to Continuity of Operations (COOP), which is a United States federal government initiative, required by U.S. Presidential directive and coordinating network assistance as necessary. She/he develops Network Emergency Plans and Procedures to meet contingency requirements and collateral mission assignments as well as guiding medical facilities in the Network with these functions. She/he conducts periodic exercises to test the effectiveness of existing plans, and modifies plans when deficiencies are identified during drills.

    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
