Participates with top management in the decision-making process;
Serves as an internal consultant to the DCLO in areas of organization, development, administration, operations, and quality improvement;
Performs special studies and projects that involve operations of a highly confidential and complex nature;
Determines the breadth, depth and methodology for special studies; analyzes the issues; provides workable and alternative solutions;
Is responsible for preparing special reports, white papers, issue briefs, and decision papers;
Ensure policies or issues have been fully coordinated, vetted and staffed; advises the DCLO on implications, key issues, relationships to interested groups, both internal and external to VA, and recommends courses of action;
Participates in formal meetings with other experts having varied viewpoints or objectives on issues of considerable consequence of importance, presenting the Office of Procurement & Logistics rationale or position on specific issues, and participating in problem solving by negotiation, compromise or development of suitable options;
Acts as the personal representative of the DCLO at Department-wide and external committees, meetings, task forces, etc;
Coordinates and negotiates resolutions to complex problems
Ensure time-sensitive controlled correspondence is answered completely, accurately and in a timely manner;
Serves as liaison with Human Resources Management;
Assists in the development of position descriptions, engages in recruitment activities and provides oversight of performance standards and evaluations, disciplinary actions and incentive awards;
Is resourceful, tactful, persuasive, and effective in highly stressful and complex situations;
Applies analytical and evaluative methods and techniques to the activities and programs
Work schedule: Monday - Friday, 8:00am - 4:30pmEducation must be accredited by an accrediting institution recognized by the U.S. Department of Education for it to be credited towards qualifications (particularly positions with a positive education requirement).
