This position is located in the VOA News Center in Moscow, Russia. Incumbent serves as a reporter and Bureau Chief responsible for providing timely, accurate, comprehensive and balanced news coverage, (test, audio/video) throughout assigned region. The ideal candidate will identify high-impact stories and issues and needs to love news and big, fast-breaking news stories.
The individual selected for this position provides timely, accurate, comprehensive and balanced news coverage throughout the assigned region. Duties include:

~Evaluates news sources and developments, researches, prepares, reports and voices material to be filed.
~Exercises sound news judgment to determine importance of different events and developments and how to best approach coverage.
~Researching, planning and cultivating a wide variety of sources, reports on comprehensive, unique and explanatory stories.
~Reports include news tips and advisories, short and long correspondent reports, in-depth backgrounders and news analysis, news features, interviews and live and pre-recorded Q&As for all platforms - radio, TV, digital and social.
~Meets various deadlines for providing material to programming elements and is able to manage multiple assignments under stringent deadlines and changing priorities and conditions, including breaking news.
~Works and manages time and resources. Exercises independent news judgment and works closely with editors.
~When assigned, recruits, develops and assigns stringers and other Foreign Nationals throughout the beat area. Edits and oversees stringers to provide coverage for VOA.
~Manages the bureau and is responsible for the overall administration, budget and local staff or contractors effectively.
~Develops and manages an operating budget and manages resources, including property, vehicles and equipment.

Qualifications
Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-12), which is directly related to this line of work. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
Applicants must have one year of specialized experience as a news correspondent or in a related field of work. Experience must show that applicant has a command of the English language that reflects the finer techniques and nuances of oral and written communication.
Specialized experience for this vacancy is defined as experience implementing the principles and practices of journalistic news gathering, ethics, reporting, writing and voicing by demonstration of the following examples of qualifying experience:
(1) Conceiving complex, unique and engaging news stories that are of value to global audiences;
(2) Filing timely, accurate, comprehensive, unique and unbiased news reports;
(3) Identify significant events for news coverage and in relating such events to larger issues involved;
(4) Developing and managing a budget, personnel and resource control for a news organization;
(5) Experience covering political and economic developments and placing them in their geopolitical and historical contexts;
(6) Experience reporting and broadcasting LIVE for a GLOBAL audience;
(7) Experience working in a multicultural/multi-language setting in a large news organization;
(8) Experience working in a multi-platform environment - text, radio, social media and TV; and/or
(9) Demonstrated experience managing news related projects that have been recognized for excellence by prestigious institutions/news organizations.
