There is no substitution of education for experience at the GS-12 grade level.
To qualify at the GS-12 level:
One full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following:
Experience which includes utilizing qualitative and quantitative techniques to measure the effectiveness efficiency and productivity of assigned programs; applying analytical and evaluative methods and techniques in order to develop new procedures and approaches to identify and resolve unique problems; and communicating effectively both orally and in writing in order to provide management with program recommendations and solutions.
For GS-11 level: Applicants may qualify for this position with either: a Ph.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. You will be evaluated for this job based on how well you meet the qualifications above.
