This position is located in the United States Capitol Police (USCP), Office of Acquisition Management. OAM reports directly to the Chief Administrative Officer and is responsible for developing and managing all procurements for the USCP. The specialist is responsible for preaward and postaward functions involving highly specialized procurements of significant importance to the Department. Requirements typically involve systems or programs that support a variety of USCP projects, operations, and programs.
Duties
Serves as advisor to program officials and contracting officers in procurement planning meetings and advises program officials of the procurement objectives to be used, and assists in the preparation of statements of work.
Performs all aspects of contracting transactions, from initiation to recommendation of award, to procure items or services with specialized requirements, such as the procurement of complex electronic systems and operations, complex equipment and services.
Reviews procurement requests, analyzes the requirement, and recommends revisions to the statement of work or specifications.
Serves as lead negotiator on developing a negotiating strategy and communicates the plan to team members.
Evaluates the responsiveness of the contractor's bid or offer to the solicitation, or the contractor's cost price proposal, to ensure the procurement will be obtained from responsible sources at a fair and reasonable price.
Prepares timely response to congressional inquiries or other sensitive correspondence.
Plans and coordinates contract administration activities for long-term, extensive technical service contracts and/or cost type contracts
