    This position is located within the Office of Management Services (OMS), Office of the Managing Director (OMD), FMC. The primary purpose of this position is to serve as a Contract Specialist for the provision of agency-wide contracting and procurement services to the program operations of the Commission.

    The following are the duties of this position at the GS-13 grade level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    • Conducting pre-award and post-award functions involving the agency's standard-to-specialized procurement actions.
    • Advising IT and/or technical staff on anticipated procurement requirements and provide assistance to program specialists in the preparation of contractually acceptable specifications, work statements, perform work statements, and quality assurance criteria.
    • Reviewing procurement request and attached documents to assure clarity, adequacy, completeness and compliance with established regulations.
    • Participating in negotiations of individual contracts to obtain requirements at a fair and reasonable cost.
      Evaluating proposals for conformance with the solicitation.
    • Conducting conferences with contractors to provide information and clarify standards and special provisions of the contract.
