    This position is located in the Enforcement Bureau, Spectrum Enforcement Division.  The incumbent of this position is responsible for providing authoritative legal advice to the Division Chief and Deputy Division Chiefs concerning highly complex and controversial, policy-oriented enforcement issues. As such, he/she is responsible for the proper interpretation of the Communications Act, the Telecommunications Act of 1996, and the Commission's rules, regulations and policies. The incumbent analyzes and comments on proposed rule makings and legislation in his/her area of expertise, appraising the effect on the Division's or the Bureau's programs, policies, procedures, regulations, methods of operation, and existing legislation.

    The position requires the incumbent to keep abreast of major legal developments affecting the full range of enforcement issues and activities through a review of court and Commission decisions, professional publications and trade press and by researching legislation, decisions, opinions, and regulations. Based on such review, including a broad perspective on Division functions and activities gained through review of matters received from all parts of the Bureau, and knowledge of Bureau and Commission policies and legal background, reviews legal items and other documents prepared for the Division Chiefs or Deputy Division Chiefs' signatures or concurrence. Assures that the documents are legally and factually adequate, complete, comprehensive, internally consistent and in conformance with existing policy and precedent decisions. Assists the Division Chief and/or Deputies in ensuring cooperation with, and coordination between, intra and inter-organizational activities and ensuring that the impact of Commission enforcement and policy initiatives are fully represented in the work product(s) of the Division.
