As Deputy Division Chief (Competition-Legal), serves as an alter ego of the Division Chief and shares fully in managing, directing, overseeing and supervising the Division’s personnel, actions, issues and activities. Emphasis is on management on legal and policy issues; managing the drafting of and reviewing Commission decision documents, memoranda, and policy statements; and representing the Bureau in its interactions with other agencies, various fora, and the public. In this position the Deputy Division Chief advises his/her superiors on competition, economic and legal issues related to and affecting wireless telecommunications.
Is also responsible for applying expert approaches to analysis of mobile wireless marketplace including evaluation of economic, regulatory, social, legal, institutional, and/or other interrelated implications of proposed policy decisions affecting wireless industries; managing or contributing significantly to the Division’s review of competitive legal issues raised in proposed rule making and applications for transfer or assignment of wireless licenses, as well as in spectrum leasing filings. The incumbent advises senior Division and Bureau management on trends in the wireless industry in order to help the Bureau and Commission create and implement spectrum policies, analyze mergers, and help advise on future spectrum auctions; managing the creation of Commission reports, decision documents, and policy statements regarding competition related rule making and secondary market transactions in the wireless industry; and representing the Bureau in its interactions with other agencies and the public.
