The District Fire Management Operations Officer (FMO) directs all phases of the fire management program and is responsible for its planning, program direction, coordination, and evaluation.
The FMO coordinates and initiates all fire management activities based on firefighter and public safety, cost effectiveness and values to be protected consistent with resources objectives, by using the full range of strategic and tactical options as described in an approved Fire Management Plan.
The FMO is also responsible for developing and implementing an integrated fire management program to achieve resource management objectives. This position also provides leadership for human resource management, budget development and execution and safety management as related to fire and aviation management.
Most of the work is performed in an office setting, but field work is sometimes performed in steep terrain where surfaces may be uneven, rocky or covered with thick vegetation. Temperatures are frequently extreme, both from weather and fire conditions where the presence of smoke and/or dust conditions are frequently severe.
Occasional travel - Travel will be required to field offices and other state offices.

THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program. Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled.
This position has a Basic Education Requirement: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's or higher degree that include a major field of study in biological sciences, agriculture, natural resources management, range management, chemistry, or related disciplines appropriate to the position advertised; --OR-- B. Combination of Education and Experience: Courses equivalent to a major in biological sciences, agriculture, natural resources management, chemistry or related disciplines with at least 24 semester hours in the courses described above appropriate to the position advertised, PLUS appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture or natural resources.
For GS-13: One (1) year of specialized wildland fire management experience equivalent to the GS-12 level in the Federal Service. Specialized experience is that experience which has provided the applicant with the particular knowledge, skills, and abilities necessary to successfully function in the wildland fire management position applied for. Possession of the particular knowledge, skills, and abilities can be evidenced by reviewing and evaluating fire management plans for ecological soundness and technical adequacy, conducting field inspections before and after prescribed or wildland fires to determine if objectives were achieved and/or evaluate the effectiveness of actions take, and developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management. In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management or fire management operations, including prescribed fire/fuels management; experience in a broad range of activities, such as inventory methods and procedures, fuel treatment methods and programming, land use planning and environmental coordination, evaluating prescribed burn plans or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained, fire management operations, and analyzing and applying fire management strategies, plus experience in at least five of the following activities: Mobilization and dispatch coordination; Fire prevention and education; Training; Logistics; Equipment development and deployment; Fire communication systems; Suppression and preparedness; or Aviation. The above specialized experiences may be evidenced by the following or similar positions: Fire Program Manager; Geographic-level Fire Program Staff Lead; National-level Fire Program Staff Lead; Agency Administrator of a unit having a fire program; or experience as an immediate supervisor of a Unit Fire Program Manager.
Selective Placement Factor(s): This position requires special qualifications that have been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
Applicants must have prior wildland firefighting experience. Proof of this experience must be provided in your resume. This experience can typically be met by serving in a wildland fire fighting position with actual fire line experience for one season (which is defined as 3-months).
NWCG Incident Management Qualifications:
Division Group Supervisor (DIVS), AND either Incident Commander Type 3 (ICT3), OR Prescribed Burn Boss Type 2 (RXB2).
Air Services Group Supervisor (ASGS) AND Incident Commander Type 3 (ICT3)

KSA 1: Knowledge and skills sufficient to provide technical direction, guidance, and coordination for a complex, highly active, and diversified fire management and protection program including preparedness, prevention, detection, suppression, training, and safety.
KSA 2: Knowledge of other agency and cooperators practices and procedures in fire preparedness, suppression, and management to interface fire plans and actions with the interagency fire community. The scope of the work extends to not only BLM programs but also to readiness and suppression programs in other cooperating agencies such as the U.S. Forest Service, Nevada Division of Forestry, Bureau of Indian Affairs, U.S. Fish and Wildlife Service and the National Park Service.
KSA 3: Expert knowledge of leadership and human relations. This includes, but not limited to, the ability to identify and provide appropriate staff to perform assigned workloads and meet the needs of BLM’s customers, create and maintain good morale among the staff, create new and innovative ideas for developing and accomplishing BLM objectives, make effective use of the performance improvement system, and provide appropriate recognition for highly motivated effective staff performance in accomplishing BLM objectives.
KSA 4: Comprehensive knowledge of fire management in determining fire effects on soil, air, vegetation, and wildlife habitat from planned and unplanned ignitions. Ability to provide direction in developing programs utilizing fire’s natural role in the ecosystem.
KSA 5: Skill in designing and evaluating Fire Management Plans, mobilization plans, pre-attack plans which support initial attack and complex fire and recourse management objectives, as well as integrating these plans with those developed by other states and federal/state fire and resource agencies.
