Being a Program Analyst makes you a valuable member of the Office of Inspector General. You will primarily serve as an analyst performing and/or supporting audits,inspections and evaluations, and investigations.Typical assignments include:
- Evaluate automated systems or technology management programs and operations to determine their level of effectiveness, efficiency, and level to which they provide desired objectives and results
- Conduct independent inspections, evaluations and special reviews of programs and operations, which focus on fraud, abuse, mismanagement and waste of taxpayer funds invested in Homeland Security.
- Research and prepare proposals for future department-wide audits, inspections and evaluations and/or investigations.
- Developing new approaches where no precedents exist and/or developing creative solutions to controversial problems.
- Preparing various types of reports, briefings, and testimony that cover all major management aspects of DHS programs.

Qualifications
You qualify for the GS-09 grade level (starting salary $50,598) if you have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience at this level may include one or more of the following:- Assist with establishing methods utilized in projects pertaining to audits, inspections, evaluations, and investigations;
- Assist in analyzing and evaluating the efficiency and effectiveness of program operations;
- Assist in developing and/or identifying methods to use in gathering data;
- Provide technical advice on program operations; or
- Assist in preparing data summaries for inclusion in routine and special reports. OR
A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
You qualify for the GS-11 grade level (starting salary $61,218) if you have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience at this level must include all parts of the following:
- Researching, organizing and analyzing data from a variety of sources such as programs, case studies and/or policies to draw conclusions and write reports that focus on deterring, identifying and addressing fraud, waste and abuse- Analyzing and evaluating the efficiency and effectiveness of program operations;
- Providing technical advice on program operations;
- Establishing methods utilized in projects pertaining to audits, inspections, evaluations, and/or investigations; and
- Preparing data summaries for inclusion in routine and special reports; OR
A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
You qualify for the GS-12 grade level (starting salary $73,375) if you have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience at this level must include all parts of the following:
- Researching, organizing and analyzing data from a variety of sources such as programs, case studies and/or policies to draw conclusions and write reports that focus on deterring, identifying and addressing fraud, waste and abuse- Analyzing and evaluating the efficiency and effectiveness of program operations;
- Providing technical advice on program operations;
- Establishing methods utilized in projects pertaining to audits, inspections, evaluations, and/or investigations; and
- Research and prepare proposals for audits, inspections, evaluations and/or investigations;
