    Summary

    The Deputy Chief Policy and Planning Officer would serve as the principal Deputy to the Assistant Deputy Under Secretary for Health (ADUSH) for Policy and Planning with day to day operational responsibility in leading the office and fulfilling the requirements of the Health Care Eligibility Reform Act of 1996, as well as the Office of Rural Health, legislatively mandated by Public Law 109-461 of 2006.

    Responsibilities

    The Deputy Chief Officer is responsible for supporting the forecasting of enrollment and demand for services, resource requirements critical to the Veterans Health Administration (VHA) and the Department in the budget process; national health care policy development and analysis; and national rural health care budget oversight.

    The Deputy Chief Policy and Planning Officer, is responsible to the Assistant Deputy Under Secretary for Health for Policy and Planning. The responsibilities includes, but are not limited to:

    • Serves as the principal Deputy to the Assistant Deputy Under Secretary for Health (ADUSH) for Policy and Planning with day to day operational responsibility in leading the office and fulfilling the requirements of the Health Care Eligibility Reform Act of 1996, as well as the Office of Rural Health, legislatively mandated by Public Law 109-461 in 2006. The Deputy Chief would be responsible for: forecasting enrollment and demand for services; resource requirements critical to VHA and the Department in the budget process; national health care policy development and analysis; and, national rural health care policy development, analysis, and additional budget oversights.
    • Manages one Senior Executive Service (SES) member who serves as the Director of the Office of Rural Health; two GS-15 Directors for the Office of Enrollment and Forecasting and the Office of Policy Analysis respectively; as well as two GS-14 Directors for the Planning Systems Support Group and the Medicare and Medicaid Analysis Center respectively.
    • Oversees the development of policy analyses and data-related systems for VHA's overall planning, policy and forecasting functions, as well as the Congressionally-mandated function for the Office of Rural Health. The systems and resulting analyses developed or overseen by the incumbent produce initiatives and plans to guide major components of the organization, and its legislative and policy agendas. This work heavily influences the operations and functions of key VHA programs, initiatives, practices and partnerships.
    • Oversees geospatial analyses and tools that are used across VA to optimize health care access.
    • Oversees coordination of the acquisition and distribution of Medicare and Medicaid data throughout VHA, as well as the analyses of dual eligible beneficiaries using VHA and Centers for Medicare and Medicaid Services data.
