This position is located within the Personal and Professional Development Branch, Marine and Family Services Division, Marine Corps Community Services (MCCS), Marine Corps Air Station, Iwakuni, Japan. The incumbent serves as Supervisory Librarian for the MCAS Iwakuni Library. The Library provides an unbiased collection of print and not-print resources, and equipment to support readiness and the military mission; professional military and technical education and training; off-duty education; personal and technical skill development of members of the military community; quality of life at home and in deployed locations; lifelong learning; transition and career assistance; relocation assistance and leisure needs of the military community.
MAJOR DUTIES: Serves as Supervisory Librarian for the MCAS Iwakuni Library serving the general information, specialized and recreational needs of patrons including military, civilian, and their family members. The Librarian works under broad delegated authority for independently planning, scheduling, coordinating, carrying out, and monitoring the effectiveness of operations of the Station library. The Librarian exercises considerable discretion and judgment concerning the interpretation and implementation of existing policy and in making analytical and technical decisions that lead to, or form the basis for, major library policy and operational decisions by top management. In performing the work, the Librarian makes extensive technical judgments in library program management.
Supervises US and local national library employees; assigns and reviews work; establishes work schedules; provides on-the-job training; approves and schedules leave requests; rates employees performance; effects minor disciplinary actions; recommends selection, reassignment, and promotion actions. Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods. Fosters an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization. Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals.
