As the Division Chief, the incumbent oversees, plans and directs economic, financial, technological and statistical studies and analyses of data collected from the telecommunications industry. The data collections include industry censuses and surveys of telecommunications industry deployment and subscription to telecommunication services, telecommunications industry price and financial information, and telecommunications industry network and operations performance data. Along with deputy and associate division chiefs, manages approximately two dozen staff, including economists, econometricians, attorneys, research assistants, and support staff. Incumbent determines staff assignments and works with the Office Chief to determine staff and budget needs. Reviews proposed rules and regulations, reports, agenda items, analyses, industry survey and census data collection designs, and studies. Determines the need for, directs and/or conducts studies designed to determine economic and technological impact, and makes recommendations to the Office Chief on the workload, priorities, and establishment of Division activities. Under direction of the Office Chief, evaluates the need for and develops justification for funding, personnel, and other resources and presents to Office Chief for approval. Reviews staff studies prepared in the Division to assure that the documents are factual, complete and with precedent. Meets with Division staff to discuss questionable areas and to obtain supplemental information; directs action to modify, expand or reverse findings as appropriate. Draws upon own professional experience and knowledge of the telecommunications industry in making recommendations to the Office Chief in the reviewing of documents prepared by subordinates. Possesses a broad understanding of current trends and historical events in the telecommunications industry and has working knowledge of industry structure, economics, technical operations, data transmission and user interface technologies, and Federal and State regulations. The incumbent has working knowledge of industry survey and census design, data collection filer interface design, data intake storage and security architecture and best practices experience, data quality assurance methods, and understanding of the Federal Commission on Statistical Methodology requirements for data collection, storage and analytics practice. The incumbent also is responsible for managing the complete development cycle for large scale data collection and ingest applications. The incumbent is the principal advisor to the Office Chief on matters within the Division’s functional areas and recommends action as appropriate. Maintains a close working relationship with the staff of the Office to exchange information needed to accomplish Division functions.

Specialized experience is demonstrated by having: 1. Substantial experience in writing and presenting technical material for public consumption in economics, industrial organization, applied econometrics, statistics, operations research, applied mathematics and data science such as being an expert witness, submitting substantive white papers in regulatory proceedings, publications in peer-reviewed journals, and similar; 2. Led other economists, statisticians, technologists, engineers, data scientists, operations researchers and applied mathematicians in conducting analysis used in government agency policy-making involving economics, industrial organization, applied econometrics, statistics, operations research, applied mathematics and data science; 3. Prepared submissions to government agencies or for court proceedings or for publication in peer-reviewed journals on matters requiring expertise in the fields of economics, industrial organization applied econometrics, statistics, operations research, applied mathematics and data science; 4. Supervised and managed large scale industry census and survey design and development projects, including industry survey and census questionnaire design, data collection filer interface design, data intake storage and security architecture and best practices experience, data quality assurance methods, and data collection, storage and analytics best practices.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Basic Requirement:
A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
For the GS-15: There is no substitution for education at this grade level.
An applicant must meet the basic educational requirements and have relevant job experience.
