    Acquisition Demonstration Project position: The NH-04 broadband incorporates former GS-14 step 1 through GS-15 step 10 grade levels and
    salary levels. Pay increase within the band will be accomplished through the Contribution-based Compensation and Appraisal System (CCAS).

    ATEC uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband.
    Therefore, the salary for this position will be set no higher than $161,753.

    Serves as Chief of the Planning and Facilities Division and principal planner, analyst and advisor on matters pertaining to planning and analysis
    of facilities, real property, space management, master planning and facilities management for Aberdeen Test Center (ATC). Responsible for the
    facilities and space management consisting of 1.4 million sf of space and 58k acres of real estate. Responsible for short and long term planning with regard to the maintenance and development of testing facilities. Provides multi-disciplined technical knowledge to facilities planning, design, construction, analysis, space management, real property and master planning. Coordinates the overall budgetary and financial resources regarding the procurement and execution of funds to support the facilities operations in excess of $15M annually.
    Responsible for reviewing, evaluating, advising and processing facilities management plans and actions, particularly those of an unusually difficult or controversial nature, as submitted by the subordinate elements within the ATC. Overall facilities management program embraces: ATC master planning which include formulation of various components such as: plans, analysis of facilities and analytical reports relative to both existing and future facilities required to accomplish assigned mission including but not
    limited to: Testing Installation mission, facility plans related to natural resources, environmental considerations and energy conservation; real estate, real property utilization, management; including acquisitions, long-range construction programming, financial management of all facilities operations for short and long range programs which include maintenance, repair work management, utilities, buildings, grounds, roads, environmental, safety and fire protection.
