    About the Position: This position is with the US Army Garrison, Directorate of Public Works, located at Aberdeen Proving Ground (APG), MD.     In this position you will serve as a Management and Program Analyst for the US Army Garrison Directorate of Public Works with a duty station of Aberdeen Proving Ground, MD. Plans, prepares, executes and monitors the business management policies and procedures. Assists the primary resource manager for optimizing the provision of the public works services through use of industrial business practices, cost reduction/efficiency improvement programs, production output projections, staffing levels and directorate operating budgets. Develops and implements new and advanced business operations, techniques and methods to optimize the achievement of goals. Assists in developing the annual work plan and the long range plan. Plans and coordinates the preparation, adjustment and completion of operating budget programs for the directorate. Analyzes programs and projects to evaluate effectiveness, to identify critical areas and anticipated impact of changes in requirements and resources. Compiles narrative and statistical information, charts, and graphs concerning the budget. Performs budget cost accounting, fund control and statistical services. Reviews directives, regulations and publications form higher levels and outside agencies as it pertains to fiscal budgeting activities to determine the impact on existing policies, standards, procedures and operations. Provides support to credit card holders and approving officials in all related actions. Establishes appropriate controls to prevent violation of statutory limitations and authority granted as per AR 37 series, AR 400 series and AR 210-50 series. Devises and institutes innovative techniques of management in order to cope with ever increasing demands for quantity, quality and complexity of services in the face of diminishing resources. Provides comprehensive recommendations based on sound business practices to enable the supervisory staff and tenants to achieve and maintain effective management of organizational goals, objectives and schedules.
