The incumbent of the position serves as the principle advisor to the Secretary and the Assistant Secretary - Policy, Management and Budget on diversity and inclusion matters that require cross-functional analysis and research, including recruitment and retention, talent management, workforce planning, and employee engagement efforts. As such, the incumbent is responsible for designing, developing, and recommending a Department-wide diversity and inclusion strategy that aligns with and contributes directly to Interior’s mission and strategic goals. The incumbent works collaboratively with internal and external key political appointees and executive leaders to advance diversity and inclusion as core values of Interior and its strategic human capital objectives.
Duties
Coordinates Department-wide efforts to translate Interior’s business strategy into top-notch workforce capabilities; maximize employee contributions toward Interior's success; collaborate with Interior senior leadership in making cultural and organizational changes; and provide human capital management expertise, using a corporate perspective, to meet objectives and requirements.
Designs and implements policies and programs to attract, support, develop and engage a diverse and highly capable workforce and foster a work environment free of discrimination. Develops regulations and procedures designed to implement and maintain compliance with equal employment opportunity laws and orders. Provides advice and consultation and positively influence the direction and execution of diversity, inclusion and equal employment opportunity programs to attract top talent and to utilize human resources to its fullest potential.
Facilitates coordination across human capital and diversity program offices to maximize outcomes, reduce redundancy, improve coordination, and leverage resources.
Works collaboratively with key bureau officials to cultivate an environment that fosters innovation and inspires creative solutions to diversity and inclusion and equal employment challenges.
Assesses the Department-wide diversity climate and identifies barriers and builds bridges to overcome multicultural and equal employment issues. Coaches senior management on effective methods of foster a work environment free from discrimination and to recruit and retain a diverse inclusive workforce.
Coaches senior management on effective methods to ensure the development and maintenance of a work environment that fosters and maintains a diverse and inclusive environment.
Develops and executes strategies for managing Department-wide diversity and inclusion programs that balance the expectations and needs of Interior, its employees, and all other stakeholders.
Develops tracking strategies to monitor and evaluate impact of diversity and inclusion programs; and generate reports to assess program effectiveness and make recommendations for improvement.
Researches diversity and inclusion best practices and brings leading trends, innovation, and thought to Interior’s human capital and diversity and inclusion strategies.
Reviews diversity and inclusion policy recommendations to determine viability and consider EEO compliance matters and administrative factors that may impact the suggestions. Takes appropriate proactive steps to support, modify, or oppose the proposed changes.
Establishes relationships and influence with bureau human capital and diversity leaders to widen networks and build alliances, acquire necessary resources, and work in an intersection of common goals around Interior’s diversity and inclusion strategies.
This is a Category 3 position.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
