This position is on the Labor Relations team. At the full performance level, the incumbent performs the following duties:
Provides human resource advisory services affecting a wide-variety of departmental program Agencies. Provides advisory services in handling difficult performance and conduct based personnel actions. Manage advisory services typically related to issues or problems in a specific program area.
Meets with union officials in the resolution of grievance settlements, including those, which have become the subject of an arbitration proceeding, settlement of unfair labor practice charges, and unit determination of a complex nature.
Provides overall advice and assistance on management-employee and labor relations, discipline, adverse actions, grievances, performance management and recognition, employee counseling and related functions.
Represents management as the negotiator (spokesperson) for consultation on bargaining during the term of existing contracts, or serves as the technical advisor to the negotiator, including reviewing case law and drafting, and finalizing comprehensive proposals
Prepares written responses for management on collective bargaining agreement related appeals and grievances, including unfair labor practice charges and proposals for negotiability.
Provides full range of technical support in the area of employee and labor relations to assigned program areas Fosters professional working relationship with client agencies and the Union.
