The Deputy Assistant Secretary assists the Assistant Secretary for Occupational Safety and Health in providing leadership and overall direction in the formulation, within specific areas for which the incumbent is accountable, of policy, program operations, and the establishment of program objectives. The assigned areas include compliance programs, OSHA field operations through the Regional Administrators, construction, and engineering issues. Assists the Assistant Secretary in maintaining the necessary inter-agency liaison with other federal departments and agencies regarding proposed program initiatives and plans which cut across inter-governmental lines. The incumbent directs the Agency’s national office Directorate program administrators specifically in the area of compliance programs and construction and engineering issues relative to the desirability of proposed programs, and advising the Assistant Secretary on such matters, and providing guidance and leadership to Regional Administrators regarding field operations. Serves as an advocate of the Assistant Secretary on controversial Administration policies and programs. Serves as a member of ad hoc committees and serves in the absences of the Assistant Secretary on various inter-government committees.
You must have specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):
1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
1. Extensive knowledge of occupational safety and health programs.
2. Understanding of relationships which exist between OSHA, interagency strategic needs, state and local governments, trade associations, unions, and private industry.
3. Extensive senior level experience with regulatory and enforcement activities to worker safety and health.
4. Experience with field operations covering the spectrum of OSHA regional activities to include enforcement, outreach and compliance assistance, state plans and consultation, cooperative programs, emergency preparedness, and whistleblower protection.
5. Demonstrated ability to lead, manage, and coordinate senior executives with a diverse portfolio of agency activities.

The Office of Executive Resources will review all applications to determine if applicants meet the mandatory technical qualifications of this position and the SES ECQs. Those who meet the qualifications will be referred to a panel of SES members for rating and ranking to determine the "best qualified" candidates. The panel will make a recommendation to the selecting official about the top candidates that s/he should interview. Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board (QRB), unless the selectee is a current/former SES executive or has successfully participated in an OPM approval SES Candidate Development Program.
