Duty Location: Location will be within a Bureau of Indian Education, Education Resource Center.
As a Human Resources Specialist (Placement) GS-0201-7/9, your typical work assignments may include the following under supervision:
- Responsible for ensuring the accuracy and timely processing of all personnel and position actions.
- Assists in receiving and performing audits, and/or quality assurance on completed personnel and position actions.
- Provides technical advisory assistance to business technicians and managers.
- Advises managers and supervisors on various types of placement methods and hiring appointment authorities.
- Assists in reduction-in-force planning and execution.
- Performs salary determinations and sets pay in accordance with regulatory requirements.
Occasional travel - You may be expected to travel for this position.

MINIMUM QUALIFICATIONS - GS-0201-07/09 Human Resources Specialist (Placement)
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-07: One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-05 level in the Federal service as described in the vacancy announcement. Examples include: performing assignments typically involves short repetitive assignments that require the knowledge of using several resources from the Office of Personnel Management, Department of the Interior, Bureau of Indian Affairs, Bureau of Indian Education Programs, 62 BIAM Contract Education Personnel Systems, laws, policies and regulations governing human resources programs, functions, and processes, applying a variety of hiring and placement authorities such as Indian Preference, excepted service laws, regulations, policies, and standard operating procedures, provides assistance to business technicians/managers, issues referral certificates and verifying employment eligibility, performs salary determination and sets pay, conducts research and provides advisory opinion, and utilizes automated systems that support the human resources program of work.

- Class standing - applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; or
- Grade-point average (G.P.A.)-- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum: or

Completed one full year of appropriate graduate level education (18 semester hours, 27 quarter hours or equivalent) in a field of study directly related to the work of this position (You MUST submit a copy of your transcripts to support this response.)
GS-09: One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service as described in the vacancy announcement. Examples include: responsible for ensuring the accuracy and timely processing of all personnel and position actions under 62 BIAM Contract Education Systems, assists in receiving and performing pre-auditing, post-auditing and evaluating correctness on personnel actions, provide assistance to management in search of sound solutions to problems, advise managers and supervisors on various types of placement methods and appointments in the excepted service. Analyzes and identifies major job functions; knowledge, training, and/or education requirements on applicants, prepares vacancy announcement, applying various appointment authorities and employment regulations, issues referral certificates, verifying employment eligibility, qualifications and insures priority placement, assist in reduction-in-force planning and execution to assure compliance with statue and regulations, provides out-placement assistance to displaced employees, assists with on-site delivery and counseling.
Completed two full years of progressively higher level graduate education leading to a masters or equivalent graduate degree as described.
A combination of successfully completed graduate level education beyond the first year of progressive graduate study, and specialized experience that together meets the qualification requirements for the position.
