GS-7 HR Asst: The primary purpose of the position is to provide limited technical assistance to Human Resources Specialists within the office and to managers, supervisors, and technicians of the serviced organization for a wide range of human resources matters. Performs work in two or more of the following human resource specialties. Will accomplish work through the use of an automated system.
(1) Processes a wide range of human resources transactions related to recruitment and placement.
(2) Participates in the execution of the merit placement/promotion program.
(3) Advises and provides procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment, and initial employment.
GS-9 HR Spec (Recruitment & Placement): This position is located in a state Human Resources Office (HRO) that has responsibility for servicing both Army and Air National Guard full-time personnel. The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs.
(4) Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below.
(5) Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc.
(6) Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", OF-306, Declaration of Federal Employment" and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

GS-7 MINIMUM REQUIREMENTS:
Must possess Administrative or clerical experience, education, or training which demonstrates the ability to perform the duties of the position; and experience using computer and automation systems.
GS-7 SPECIALIZED EXPERIENCE:
Must possess at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control.
GS-9 MINIMUM REQUIREMENTS:
Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. Applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
GS-9 SPECIALIZED EXPERIENCE:
Must possess basic knowledge competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency; experience using reference and resource materials and experience in program functions such as, maintaining personnel records, performing personnel functions associated with recruitment and placement activities, reviewing position descriptions manual records, and researching record data. Experience operating a computer, utilizing multiple computer programs, and performing keyboard functions. Must have at least three months experience, education, or training which provided a basic working knowledge of National Guard missions, organizations, and personnel programs.
NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.

GS-7 Substitution of education for specialized experience: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the 3 months specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
GS-9: Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
