Qualificiations:
SPECIALIZED EXPERIENCE: Candidates must have at least one year of specialized experience equivalent to federal service at the NH-2 (or equivalent grade level, pay schedule, pay band, etc.) or higher level. Specialized experience is defined as providing legal advice in the area of Federal employment and labor law, with an emphasis on civil rights issues, to include employee discipline, grievances, workers' compensation issues, collective bargaining agreement interpretation, and other related matters, to Personnel and management officials.
The description of your work experience in your application (resume with acceptable format) must clearly demonstrate that you have gained and currently possess the following knowledge, skill, and abilities to satisfactorily perform the duties of the position being filled:
1. Knowledge of federal, state, and local laws, regulations, precedents, and procedures related to government-related litigation and federal employment and labor issues and to effectively interpret and apply law and recommend changes in legislation, policy, or regulations.
2. Ability to communicate effectively and skill in writing briefs, appeals, motions, oppositions and other writings intended to be persuasive to a neutral third-party or to clearly and precisely reflect agreements or positions..
3. Ability to direct, coordinate, and review the concerted efforts of teams of specialists and to recognize and appropriately handle issues of precedent-setting nature, delicacy, or importance to agency goals, national and international importance, or high public interest.
4. Ability to research case law and regulations relating to legal issues, inclusive of computer-based research tools.
5. Skill in developing negotiation strategies and negotiating settlement agreements and in presentation of, and opposition to, evidence and arguments made in third-party proceedings.

Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. A copy of that license MUST be submitted at the time of application.
Physical Demands: The work is mostly sedentary and involves intense concentration. Stress levels are equal to those experienced by legal practitioners in private sectors.
Working Environment: The work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of an office-like environment. The majority of the work is done at the employee's desk, a courtroom, or in a law library.
